{"id":8791,"date":"2020-03-26T08:05:00","date_gmt":"2020-03-26T05:05:00","guid":{"rendered":"https:\/\/africasustainabilitymatters.com\/?p=8791"},"modified":"2026-01-11T05:30:56","modified_gmt":"2026-01-11T05:30:56","slug":"emission-levy-looms-in-kenya","status":"publish","type":"post","link":"https:\/\/rayscohosting.best\/ASM\/2020\/03\/26\/emission-levy-looms-in-kenya\/","title":{"rendered":"Emission Levy Looms In Kenya"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Motorists\nof second hand vehicles in Kenya will soon be penalised for emitting excessive exhaust\nfumes as the government moves to introduce a scheme to deter carbon pollution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.treasury.go.ke\/\">The National Treasury<\/a> in conjunction with transport sector watchdogs will slap charges on imported vehicles that emit carbon from their tailpipes beyond a-to-be determined level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On\nthe other hand, buyers of environmentally-friendly cars like electric vehicles\nwould be offered rebates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nfeebates (fee\/rebates) plan will require owners of cars with carbon emissions\nin excess of the benchmark to pay a fee on top of the purchase price.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those\nwhose emissions are below the benchmark would get a rebate depending on how far\nthe emissions fall below the set limit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo\nencourage electric mobility there will be a Green tax \u2013 in future those who\npollute more will pay more under the \u201cPolluter Pays\u201d principle,\u201d said Peter\nOdhengo, Climate Finance Policy advisor at\nthe National Treasury.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe\ngovernment is committed to e-mobility through the Feebate Green Fund program\nwhich will help build on capacity by the introduction of tax exemption, so in\nfuture a feebate system will favour the importation and operation of electric\nvehicles,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In\nthe plan, which has been on the cards for the past five years, the National Transport and Safety Authority\n(NTSA) will be required to establish testing\ncentres where motorists can take their vehicles and know their emission levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of the plan is to help Kenya map and check its carbon\nfootprint at a time when more middle class Kenyans are acquiring cars for daily\ncommute and as a status symbol. Majority of the imported cars are\npocket-friendly second hand units from Japan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To check pollution, Kenya currently relies on\nthe age limit policy, which only allows importation into Kenya of used cars not\nolder than eight years from the date of manufacturing. Recent plans to reduce\nthe age limit to five years and ensure that only cars with newer fuel-efficient\ntechnologies are shipped in flopped, amid opposition from dealers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If successfully implemented, Kenya will be among the few African\ncountries, including South Africa and Egypt that have working emissions\npolicies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Denmark has a benchmark of 150gCo2\/km with a feebate rate of\n$320 (Sh32,000) per unit exceeded or under-emitted, while Norway has set its\nlimit at 120gCo2\/km. Most European nations are turning to clean hybrid and\nelectric vehicles in their fight against carbon emissions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United\nNations Environment Programme (Unep), which is\npartly funding the emissions reduction plan, has recommended 158 grammes of\ncarbon dioxide per kilometre (gCO2\/km) for Kenya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kenya\u2019s vehicles on average emit 180gCO2\/km which the Unep\nconsiders too high. When the new rules come into effect, owners of vehicles\nthat emit 180gCO2\/km, will, for instance, be charged a fee for each of the 22\ncarbon units above the Unep\u2019s benchmark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Environmentalists say that a combination of\ncleaner fuels, advanced car emissions control through modern engine technology,\nand an effective inspection and maintenance programme for motor vehicles can\nhelp a country to keep its towns clean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A vehicle moves when combustion takes place in\nthe engine as a result of fuel combining with air to release fumes packed with\ncarbon dioxide, carbon monoxide and nitrogen oxide, which can cause respiratory\nillness when exposed to for long.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nitrogen oxide also endangers fish and plants when it combines with water to form nitric acid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Read also<\/strong>: <a href=\"https:\/\/rayscohosting.best\/ASM\/how-kengen-centum-missed-a-piece-of-turkana-wind-farm\/\">How KenGen, Centum Missed A Piece Of Turkana Wind Farm<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Motorists of second hand vehicles in Kenya will soon be penalised for emitting excessive exhaust fumes as the government moves to introduce a scheme to deter carbon pollution.
