The result has been a rapid rise in areas enclosed by game\nfences and a high demand for wildlife. Animals are increasingly being traded\nprivately and at wildlife auctions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But regulation hasn\u2019t kept up with this growth. This is\ndespite the fact that key environmental and agricultural laws have been passed\nsince 1994 that affect the wildlife sector in a number of ways. This includes\nproperty rights, the redistribution of land and the conservation of\nbiodiversity. The policy changes were driven mainly by the need to integrate\nSouth Africa into&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/09669580802154132\">the\ninternational community<\/a>&nbsp;and to bring about economic and social\ntransformation in a democratic state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the 1990s the state facilitated the early development of\ngame farming by passing favourable legislation. The&nbsp;<a href=\"http:\/\/www.justice.gov.za\/legislation\/acts\/1991-105.pdf\">Game Theft Act\nof 1991<\/a>&nbsp;was hailed&nbsp;<a href=\"https:\/\/www.researchgate.net\/publication\/275276405_Extensive_wildlife_production_on_private_land_in_South_Africa.\">as\na \u201cgame changer\u201d <\/a>&nbsp;in the wildlife industry as the law gave farmers the\nright to own game as long as they had appropriate fencing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eight years later the&nbsp;<a href=\"https:\/\/www.nda.agric.za\/doaDev\/sideMenu\/animalAndAquacultureProduction\/docs\/Animal%20improvement%20act(2).pdf\">Animal\nImprovement Act<\/a>&nbsp;tightened up breeding rules in the livestock sector.\nBut certain species of wildlife were exempted under this act.
