While corruption, poor policies, lack of proper supporting\ninfrastructure and lack of government goodwill have had their hand in muzzling\nthe construction industry\u2019s potential, a significant portion of the blame must\nbe directed towards the professional consultants operating in the industry.<\/p>\n\n\n\n

We shall refer to these consultants as the good people in\nthe context of our analogy.<\/p>\n\n\n\n

The professionals operating within the construction\nindustry are many and varied in discipline.<\/p>\n\n\n\n

From the more technical roles of the architects,\nengineers and quantity surveyors to the supporting functions borrowed from the\nlegal, procurement, business and finance sectors \u2013 real estate and construction\nprovide a space wide enough for many different specialties to ply their trade.<\/p>\n\n\n\n

How well, professional and soberly these players execute\ntheir roles spells the difference between a thriving industry and the local\nexample we are facing here.<\/p>\n\n\n\n

The government, through the various agencies that mandate\nand regulate the technical professions needs to create a system through which\nthese professionals give back to the society.<\/p>\n\n\n\n

While giving back is most times thought of as being a\ncharity activity, by creating a properly structured pro-bono technical\nconsultancy services framework, the government can create a win-win situation\nfor all stakeholders involved.<\/p>\n\n\n\n

The legal profession has made some advanced strides in\nproviding legal aid to criminal suspects who cannot afford an advocate, in\nkeeping with the rights provided in the constitution.<\/p>\n\n\n\n

This, though is yet to be fully realised on a mandatory\nscale. Borrowing from their experiences and considering that one of the main\noutputs of construction \u2013 housing \u2013 is a basic need, the regulatory agencies\nwithin the building construction industry can build up on this advancement and\nthereby guarantee the provision of technical consultancy services to the\nsectors of the economy who cannot afford or those who lack the procedural\nknowhow.<\/p>\n\n\n\n

Most of the times when cases of collapsed buildings are\nreported in the country, the professional bodies representing these professions\nin the country come out to disown the individual named as the architect and\nengineer in the specific development terming him a quack.<\/p>\n\n\n\n

The common advice has always been for developers to hire\nprofessionals duly registered by the relevant government agencies. This advice\nis practical in developments within upmarket neighbourhoods and maybe for\npublic facilities.<\/p>\n\n\n\n

For a developer putting up a residential profit somewhere\nin Huruma or Pipeline \u2013 some of the estates notorious for building disaster\ncalamities – would feigning or honestly being ignorant of the existence of an\ninstitution that registers architects or engineers may apply.<\/p>\n\n\n\n

For a country with close to 800 registered Architects\nalmost half that figure for Quantity Surveyors, based on latest figures from\nthe Board of Registration of Architects and Quantity Surveyors, and very many\ncompetent registered structural, electrical and mechanical engineers, we can do\nbetter.<\/p>\n\n\n\n

The country has the capacity to allocate each residential\ndevelopment in the country to a technical professional team of competent\nstanding, from design to supervision, guaranteeing safe and decent houses as\nper the provisions of Article 42 of the Constitution.<\/p>\n\n\n\n

The government can and should support this initiative by\ngiving tax rebates to consultant firms offering these pro-bono services and\nmake it even more attractive by declaring it a pre-condition when tendering for\ngovernment projects.<\/p>\n\n\n\n

Government can then recover this tax by imposing a\nreasonable charge on the developer once his facility starts earning revenue.<\/p>\n\n\n\n

With the recently released census figures and judging\nfrom demographic projections presented, the urban population is rising at a\nrate much higher than the corresponding rate with which the housing sector is\nmeeting the market demand.<\/p>\n\n\n\n

It is time the government and delegated agencies start thinking creatively and for the good men to do something if we are to adequately deal with the challenges the future presents.<\/p>\n\n\n\n
