Instead, he would either transport his timber late at night or bribe the police.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNow I have nothing to fear. I have been licensed to\ncut and export timber from the forest here,\u201d Juma told Climate Home News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;\u201cI have been\npermitted to cut about 1300 trees in this area between June and December at my\nown pace. But I have paid for it,\u201d Juma said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He sells his timber mostly to China and locally to\ntimber wholesalers in Dar Es Salaam.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Juma\u2019s transformation was made possible by a&nbsp;<a href=\"https:\/\/theredddesk.org\/sites\/default\/files\/forest_act_tanzania.pdf\">2002\nlaw<\/a>, which provided a legal basis for communities to own and manage forest\nreserves, and a clear pathway transfer land rights to the community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deforestation in Tanzania has become a big challenge\nas logging, agricultural expansion and climate change displace East African\nforests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the United Nation\u2019s Food and Agricultural Organization (FAO), Tanzania lost over 5.86 million hectares of forest between 2000 and 2015.\u00a0<a rel=\"noreferrer noopener\" href=\"http:\/\/www.fao.org\/3\/a-i4793e.pdf.\" target=\"_blank\">The report<\/a>\u00a0also found more than 70% of the harvested trees in the forests are unaccounted for due to illegal logging and as a result the government loses revenue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measures implemented in 2002 \u2013 including the\nlicensing system Juma works under \u2013 were designed to control illegal logging.\nNow people can legally harvest trees in the forest only after getting approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Liwale region is one of the communities around Angai\nForest designated as a village forest reserve (VFR), as people in the region\nhave the right to use the forest for its resources \u2013 mainly the trees \u2013 while\nconserving it.
