They marked a significant milestone in instituting a goal-based\napproach towards development. In terms of policies, they have arguably been the\nmost successful in driving the world\u2019s agenda towards global development.<\/p>\n\n\n\n<p>But when it comes to education, the extent to which they made a\ndifference after 15 years remains inconclusive. In 2015 the&nbsp;<a href=\"https:\/\/www.un.org\/sustainabledevelopment\/sustainable-development-goals\/\">Sustainable Development Goals<\/a>&nbsp;replaced the Millennium\nDevelopment Goals.&nbsp;<a href=\"https:\/\/www.un.org\/sustainabledevelopment\/education\/\">Goal number 4<\/a>&nbsp;is dedicated to\neducation. It seeks to ensure inclusive, equitable and quality education and\npromote lifelong learning opportunities for all by 2030.<\/p>\n\n\n\n<p>This goal is guided by&nbsp;<a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000246300\">seven outcome targets<\/a>. Among these are achieving\nuniversal primary and secondary education; providing equal access to technical\nor vocational and higher education; providing relevant skills for decent work;\nand ensuring universal youth literacy.<\/p>\n\n\n\n<p>Setting global goals and targets alone might not be enough. It\nis important to understand how much it will cost to realise the education goal.\nImplementation lies mainly with member states \u2013 but do member states have a\nfull picture of what they have signed up for? How much will be needed to\nachieve the goals? Can it be afforded? What will be the sources of finance?<\/p>\n\n\n\n<p>In a study I co-authored with&nbsp;<a href=\"https:\/\/www.linkedin.com\/in\/obaa-akua-konadu-706841b6\/\">Obaa Akua Konadu<\/a>, a development policy\nanalyst, we addressed these questions with&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/18146627.2018.1557532\">a focus on Ghana<\/a>. The study quantified what\nGhana needs to achieve the goal on education. We did this by estimating an\neducation performance gap and the fiscal capacity needed to address that gap.<\/p>\n\n\n\n<p>The results suggested that Ghana faces more of an allocation and\nefficiency challenge rather than a resource challenge to attain Sustainable\nDevelopment Goal 4. While the&nbsp;<a href=\"https:\/\/data.worldbank.org\/indicator\/SE.XPD.TOTL.GD.ZS\">top-performing countries<\/a>&nbsp;are, on average,\nspending less of their gross domestic product (GDP) on education and achieving\nmore, Ghana is spending more but achieving less.<\/p>\n\n\n\n<p>Our findings give an indication of what Ghana has to do to\nachieve the Sustainable Development goal on education. <a href=\"https:\/\/theconversation.com\/ghana-needs-more-efficient-spending-to-fix-gaps-in-education-121526\">Read more\u2026<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Victor Osei Kwadwo The Millennium Development Goals were&nbsp;announced&nbsp;to the world in the year 2000.
