In 2008, the Institute\nfor Economic Affairs\u2019 publication, The Budget Focus, released an analysis\ntitled Infrastructure-Road and Rail sector budget performance 2003-2008. Ten\nyears down the road, a review shows progress on the roads sector allocation,\nbut excluding the standard gauge railway (SGR), no scale-up as far as urban\nrail infrastructure is concerned.<\/p>\n\n\n\n
