But the past two decades have seen a global\nrise in the complex phenomenon of the&nbsp;<a href=\"https:\/\/www.ilo.org\/global\/statistics-and-databases\/publications\/WCMS_696387\/lang--en\/index.htm\"><strong>working poor<\/strong><\/a>. South Africa is no exception.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This delink\nbetween paid employment and poverty reduction is a major challenge for the\ngovernment. It means that attention must be given to two things: rapid job\ncreation, and also the creation of decent jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While one\nmay think that being employed suggests the person is immediately pulled out of\npoverty, this is not always the case. Finding a job does not guarantee someone\nwill receive remuneration that is high enough to cover their basic needs and be\nrelatively secure financially. In some cases, workers reluctantly only work\npart-time after failing to find full-time work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some workers are paid wages below the amount that\u2019s necessary to\nmaintain a decent living standard. They are also not entitled to health or\nretirement benefits.&nbsp;<a href=\"http:\/\/www.lse.ac.uk\/business-and-consultancy\/consulting\/assets\/documents\/Low-Pay-and-In-Work-Poverty.pdf\"><strong>Low-wage work<\/strong><\/a>&nbsp;is also associated with poor\nworking conditions and job insecurity.
