This critical component transforms heavy crude oil into high-value products such as gasoline, diesel, and liquefied petroleum gas\u2014fuels urgently needed across African markets.<\/p>\n<p>When fully operational, the refinery will not only meet Nigeria\u2019s domestic fuel demand but also export refined products across West, Central, and Southern Africa\u2014many of whose existing refineries are either dormant or operating below capacity.<\/p>\n<p>Currently, only Algeria and Libya are considered self-sufficient in refining within Africa. The rest of the continent\u2014South Africa included\u2014relies heavily on fuel imports, making Dangote\u2019s project uniquely strategic. Between June and July 2025, <a href=\"https:\/\/africa.businessinsider.com\/local\/markets\/dangote-refinery-set-to-overtake-worlds-sixth-largest-refinery-after-expansion-to\/j1hqtnn#:~:text=Dangote%20imports%20crude%20amid%20shortage&amp;text=In%20a%20move%20that%20underscores,between%20June%20and%20July%202025.\">the refinery imported 19 million barrels of crude oil from the United States<\/a>\u201410 million of which arrived in July alone, accounting for over half of the refinery\u2019s feedstock.<\/p>\n<p>This paradox, where one of Africa\u2019s top oil producers must import crude to run its own refinery, has reignited debates about structural inefficiencies in Nigeria\u2019s petroleum governance and the broader need for continental supply chain reforms.<\/p>\n<p>The Dangote Refinery project originated from a failed bid to acquire Nigeria\u2019s state-owned refineries in 2007. But Dangote warned that African industrialization continues to be undermined by entrenched import systems.<\/p>\n<p><em>\u201cIf you go to Lom\u00e9, you will see a massive number of ships. That\u2019s what they do to attack all the industries in sub-Saharan Africa,\u201d<\/em> he noted. <em>\u201cEven the refineries in South Africa are barely operating. Only one is functional.\u201d<\/em><\/p>\n<p>This, he argues, is part of a systemic strategy by global players to maintain Africa as a consumer market rather than a producer and exporter of value-added energy products.<\/p>\n<p>Dangote\u2019s reflections on the project\u2019s complexity offer a candid look into the challenge of mega-infrastructure in Africa: <em>\u201cPeople believe building a refinery is like building a house,\u201d<\/em> he said. <em>\u201cIf I knew what we were going to face, I wouldn\u2019t have started it.\u201d<\/em><\/p>\n<p>Still, he credits the group\u2019s success to a willingness to take risks. <em>\u201cThe luck we\u2019ve had was because we didn\u2019t know what we were getting into.
